Social and Labour Plan  Compliance Audits

 

Delta Consulting reviews and audits all Social and Labour Plan related documentation and provides the client with a comprehensive Compliance Report highlighting the areas of non compliance and recommendations on the way forward.

 

The Compliance Audit can take up to two (2) weeks to complete depending on the size of the operation(s) and the availability of reports and documentation.

Social and Labour Plan Compilations

 

 

 

Social and Labour Plan compilations, as part of your social licence compliance requirements, are conducted as a holistic approach and requires a transformation framework to be implemented to assist in the execution of the project deliverables.  

 

All Head of Departments/SLP Managers/SLP Champions are essential for the success of the Social and Labour Plan compilation process.The entire project further ensures the Department Heads/SLP Managers/SLP Champions are coached during the compilation process to ensure a smooth Social and Labour Plan implementation term (5 years).

 

The entire Social and Labour Plan compilation process can take up to three (3) months to complete, depending on the size of the project and availibility of the required stakeholders. Urgent Social and Labour Plan compilations can be executed within a lesser timeframe, depending on the scope of work associated with the project.

Social and Labour Plan Implementation Plans

 

 

Did you know that you are required to submit an Annual Social and Labour Plan Implementation Plan to the DMR three (3) months prior to your company's Social and Labour Plan's year end?  It is not included within the Social and Labour Plan Guidelines, the Mineral and Petroleum Resources Development Act (MPRDA) or the Guidelines to the MPRDA. 

 

We are of the opinion that is more beneficial to your company to submit the Social and Labour Plan Implementation Plan than it is for the DMR to receive it.  The Social and Labour Plan Implementation Plan is a document that guides your company and the DMR on the actions and targets set forth within the submitted and accepted Social and Labour Plan.  This document is crucial to ensure compliance is maintained and mitigation measures are in place to address non compliancy within the past Social and Labour Plan year.

Social and Labour Plan Annual Reports

 

 

As per the Regulations to the MPRDA, every Mining Right Holder needs to report annualy to the DMR on Social and Labour Plan compliance. This may sound simple, but experience have shown Social and Labour Plan annual reporting periods to be overwhelming (due to internal reporting mechanisms not aligned to Social and Labour Plan reporting requirements) or lack of information available with adequate supporting evidence.  

 

The Annual SLP Reporting process can take up to three (3) months to complete due to the various reporting structures available within an organisation and time available to process the information/data requests for example reporting on labour-sending requires specific information to be made available such as a employee's town/township he/she was sourced from, local and district municipalities the town is located in, etc.

Mining Charter Reporting

 

 

In accordance with the Broad-Based Black Economic Empowerment Act (B-BBEE), the Chamber of Mines compiled the Mining Charter to serve as a industry charter for the sector. Certain conditions may deem your mine to be excluded from the reporting requirements. 

 

If your company is registered with the MQA and pays Skills Development Levy (SDL), your company has to comply with the Mining Charter reporting requirements to ensure compliance with the MPRDA.

 

The Mining Charter reporting process may take up to three (3) months to complete, depending on the number of scorecards to be submitted.
